In a nation transformed by “The Great Reorganization Operation,” teenagers are forcibly relocated across the country, separated from their families, and placed in government-controlled compounds. Reed, a defiant California teen, finds himself shipped to a facility in Virginia known as “the Hill,” where he's assigned a factory job and a room with two strangers.

The Council, a shadowy organization overseeing the facility, maintains power through fear and surveillance.
